Surveying the WWW When generating our own sample we identified the target population as being all web pages that are reachable by a conventional web crawler. Therefore we feel that it is acceptable to base a sample on documents chosen at random from a large crawl of web data, for example, a search engine’s index as opposed to truly random URL sampling based on selecting random IP addresses. 24% of web pages are not connected into the main body of the web and if pages from these sections are not manually submitted for inclusion in a crawl, many will not be found and therefore it is acceptable that these pages would not form part of the target population.
