In management development there have long been inherent tensions within competing rationales regarding whether the focus is developing the resourcefulness of managers, or developing the capacity of the organization.

Such growth is typically expressed in terms of ever-increasing levels of performance via a continual ‘raising of the bar’ linked ostensibly to consequent progression in career, status and salary. , 1998; Fournier, 1998), but whose value is to be measured not in terms of share price, but in ever-increasing levels of capability and performance.
